Russian National Contact Point on FP6-TP5-«Food Quality and Safety» (Food-NCP of Russia), DG Research, EC Directorate «E» (Biotechnology, Agriculture and Food) and INTAS held the «EU-Russia Symposium on S&T Co-operation in Biotechnology» and «Brokerage Event» on 14-15 March 2005 at the House of Moscow Government, Moscow, Russia in the framework of 3-d Moscow International Congress «BIOTECHNOLOGY: State of the Art and Prospects of Development».

GENERAL OUTCOMES
of «EU-Russia Symposium on S&T Co-operation in Biotechnology» and «Brokerage Event» (15 March 2005, Moscow)

     The Symposium and Brokerage Event were conducted with active participation, guidance and main financial support from INTAS (Grant for ININ Brokerage Ref. Nr. 04-92-002) and EC Directorate “E” on “Biotechnology, Agriculture and Food” under all-round organizational inputs of the Ministry of Education and Sciences of the Russian Federation together with Food NCP of Russia on “Food Quality and Safety”.
     Main objective of the Symposium was the discussion of key issues of organization and prospective of scientific and technological co-operation between the Russian Federation and NIS and European countries in the framework of FP6 Programme in the field of Biotechnology, Agriculture and Food. In the work of the Symposium and the Brokerage Event were participated the leading scientists, heads of international mega-consortia on FP6-TP5 – “Food Quality and Safety”.

     Main objective of the Brokerage Event was the creation of appropriate conditions for meetings of potential participants (scientific and SME entities) from the Russian Federation and NIS and European countries with the aim of S&T consortia formation in the field of Biotechnology in the framework of forthcoming Calls on FP6-TP5 on “Food Quality and Safety”.
The main intent of Brokerage Event was in creation of necessary pre-conditions for all-round discussions of their ideas and S&T proposals between the potential Russian, NIS and European partners and especially revealing the ways of this activity practical realization.
     At the stage of preparing to Brokerage Event, INTAS and Food NCP of Russia conducted a Call of the preliminary prepared proposals for revealing the most strong and thematically matched proposals for 4th Call of FP6-TP5 Programme among scientists from the Russian Federation, NIS and European countries. As result of that selection, there were revealed the winners, who were rewarded with Attendance Grants from INTAS for financial covering of all expenses connected with their business trips (13-16 March 2005) for participation in the Brokerage Event.

Obligatory condition for the winning of INTAS Attendance Grant was the personal participation in the Brokerage Event.
     For conducting of the Brokerage Event there were gathered together leading experts and prominent scientists in the field of Biotechnology, Agriculture and Food from European and Russian and NIS Centres, Institutes and SME Companies, the most active in those fields. During the “Partnering Event on S&T co-operation in Biotechnology” there were discussed the ideas and Proposal with the aim of creation of International consortia for participation in forthcoming Calls of FP6-TP5 –“Food Quality and Safety”. Furthermore, participants were provided with all-round information about existing possibilities for financial support of S&T Projects from European Commission within FP6 and INTAS Programmes. It was shared practical experience of FP6 and INTAS Programmes participation and discussed positive examples and difficulties of scientific co-operation with European countries.
     In the framework of Symposium and Brokerage Event were organized Poster Section with presentation of S&T achievements and prospective of Russian, NIS and European scientists. Furthermore it was arranged the International Exhibition “Biotechnology World – 2005”, displaying informational and advertising materials of FP6 Program, INTAS and Food NCP of Russia.
     At the Symposium and Brokerage Event Section were given plenary lectures on key issues of S&T co-operation between Russia, NIS and European countries in the field of new biotechnology, agriculture and food, discussed organizational and financial sides of scientific collaboration and prospective of Russian and NIS representatives in forthcoming Calls of FP6 and preliminary drafted FP7 Programmes on TP5- “Food Quality and Safety”.

     Total number of people participated in the Symposium and Brokerage Event was more than 350. Among them there were representatives of scientific Centres, Institutes, Universities from the Russian Federation, NIS and European countries, SME entities and Ministries, including the Ministry of Education and Science of the RF, representatives of Presidium of Russian Academy of Sciences (RAS), Academies of Medical and Agricultural Sciences, policy makers, mass media, 2 Central TV Channels, Companies, etc.
      During the preparing of the Symposium and the Brokerage Event there were collected about 140 S&T Proposals on food, biotechnology and agriculture from different regions of the Russian Federation, NIS and European countries. Submitted proposals were systemized and arranged into “GATALOGUE” of proposals (total volume more than 450 pages) and before the Event were presented on web-sites of INTAS and Food NCP of Russia for preliminary acquaintance and preparing of potential participants for the Brokerage Event.

     More than 95 (directly or via their representatives) of Russian (&NIS) and European scientists participated in Brokerage Event and 90 from them attended Event with their proposals. Total number of presented or discussed proposals during the Brokerage Event was 106.

      During the Brokerage Event there were discussed the practical steps of creation of International Consortia for coming 4th Call of FP6-TP5 with dead line on 7th September 2005.
     Finally on 16 proposals there were reached preliminary agreements to establish S&T co-operation with the aim of International consortia formation and participation in forthcoming 4th Call of FP6-TP5- “Food Quality and Safety”.
     In the evening of 15th March for Symposium and Brokerage Event participants there was organized reception for 120 people, were scientists. Heads of consortia and key organizers of International S&T co-operation had non-formal personal contacts and continuation of personal acquaintances.
     For Symposium and Brokerage Event guests and participants during their stay there was organized a cultural programme, including visits to Kremlin and “Bolshoy” Theatre and acquaintance with some others site-seeing in Moscow.

     On 16 March 2005 there was arranged a visit of EC Delegation together with representatives from European countries, the Russian Federation regions and NIS countries to Bakh Institute of Biochemistry, RAS.
The Delegation was headed by Head of Directorate on Biotechnology, Agriculture and Food – Dr. Christian Patermann.

     At the meeting there were presentations of Director of Bakh Institute of Biochemistry, RAS, Head of Food NCP of Russia – Prof. Vladimir Popov, Head of group – Dr. Olga Koroleva “Enzymological Basis of Biodegradation” and Head of Directorate on Biotechnology, Agriculture and Food, Dr. Christian Patermann. Delegation visited a number of Institute laboratories.

In general all planed events, including “EU-Russia Symposium on S&T Co-operation in Biotechnology”, Brokerage Event, Poster Section and Exhibition were conducted at a high organizational level. A number of partners and guests interested in the Events and representatives of scientific and business communities participated at this major scientific forum. The Events were new and an important milestone in development of mutual beneficial and partner relations between Russian Federation, NIS and European countries.
The main outcomes of the Events are in long lasting Programme of International S&T co-operation between Russia, NIS and countries of the European Union. The Programme is based on submitted Proposals during the Symposium and the Brokerage Event with the clear perspective of their realization in the framework of FP6-FP7 Programme on TP5-“Food Quality and Safety” and INTAS activity.
General opinion of participants about the holding Brokerage Event (Partnering Event on S&T Co-operation in Food / Biotechnology) and the Symposium was very positive. Participants found them as very useful instruments for establishing direct scientific contacts and connections, that promote and facilitate the consortium formation within INTAS and FP6-FP7-TP5 Programmes.
